Implicit in his 1999 election, returning to a governorship he had first held under the military in 1991–1993.

Audu was elected in 1998 with over 700,000 votes on the ANPP platform and served from 29 May 1999 to 29 May 2003. He lost the 2003 election, and a comeback bid in 2015 ended when he died on 22 November 2015 during the vote count, before a winner was declared.

To build infrastructure and services in a state created in 1991 and still short of them.

The administration is credited with a 250-unit housing estate, a specialist eye hospital and about 25 other health facilities, 350 borehole schemes, roughly 300 km of township roads, 100 transit buses, 40 rural electrification projects, the laying of the foundation stone of Kogi State University on 30 November 1999, and groundwork for the Obajana Cement plant with US Trade and Development Agency support. Audu was named best governor of the 1999–2003 dispensation despite being in the opposition.

Audu lost the 2003 Kogi governorship election to Ibrahim Idris of the PDP. An election tribunal nullified that result; in the re-run he was again defeated by Idris.

To manage state revenue and contracts for public purposes.

On leaving office the EFCC prosecuted Audu for criminal breach of trust and misappropriation of about ₦10.97 billion of Kogi State funds, with witness testimony describing the inflation of building contracts through a company, Bulkom Nigeria Ltd, and the diversion of money from the Directorate of Rural Development. The case was unresolved when he died in 2015 while contesting the governorship again.
