The problem
Akwa Ibom entered the term as one of Nigeria's largest oil producers but, under the onshore/offshore dichotomy, offshore output was excluded from the 13% derivation calculation, reducing the state's revenue.
What was done
The dichotomy was abolished by legislation in 2004 after sustained pressure from the producing states, raising Akwa Ibom's derivation income for the rest of the term and afterward.
