Assessment
Attah was elected in 1999, re-elected in 2003, and served two full terms to 29 May 2007, handing over to Godswill Akpabio.

The promise
To lead the 'resource control' campaign for the oil-producing states and press for full application of the 13% derivation formula, including on offshore production.
Assessment
Attah was one of the most prominent governors in the resource-control campaign of the term. The Supreme Court's 2002 ruling on the onshore/offshore dichotomy went against the littoral states, but a subsequent political settlement abolished the dichotomy by legislation in 2004, so offshore output counted toward derivation — a partial win for the cause he fronted.

To improve air transport, power and higher education in the state.
Assessment
Attah planned and began the Uyo airport that later opened as Victor Attah International Airport, and laid the foundation for the Akwa Ibom State University of Technology. Several of the largest projects were completed or expanded only under his successor.
