Free education at all levels — the UPN's first cardinal programme — including a university for Bendel State.
Assessment
Fees were abolished and enrolment expanded, and Bendel State University was established at Ekpoma in 1981. It was renamed Ambrose Alli University in his honour in 2007. The university is the most durable legacy of his 1979–1983 term.

Assessment
Alli was re-elected in 1983 and removed by the December 1983 coup. A Buhari-era military tribunal convicted him of corruption and jailed him; he was released on health grounds in 1986 and died in 1989. The conviction, handed down by a military government against an opposition governor, is widely regarded as politically driven.
