The problem
Kebbi, created from Sokoto State in 1991, entered the Fourth Republic with low development indicators and pressure to adopt Islamic law after 1999.
What was done
The administration adopted Sharia and built a state university, but Kebbi remained among the poorest, most allocation-dependent states and the term ended under a corruption cloud.
