Enacted the Constitution of the Federal Republic of Nigeria 1999 by decree, to take effect on 29 May 1999.
Real-world effect
Provided the legal framework for the Fourth Republic. It has governed Nigeria ever since, subject to several alteration Acts, but its promulgation by a departing military government without popular ratification remains contested.
