Implicit in contesting in 1999 and 2003 on the PDP platform, in a state created only in 1996.
Assessment
Adamu was elected in 1999 and re-elected in 2003, serving two full terms to 29 May 2007. He later represented Nasarawa West in the Senate (2011–2022) and served as APC National Chairman (2022–2023).

To build institutions and services for Nasarawa, one of Nigeria's newest and least-developed states.
Assessment
The administration founded Nasarawa State University, Keffi in 2002 and launched a school feeding programme providing a fortified nutritional supplement to primary pupils in September 2005. Its flagship was the Farin Ruwa Hydro-Electric Power project, conceived as an independent state power scheme after Adamu led an eight-member delegation to South Korea on 26 April – 8 May 2004 and tied up with the Korea Trade-Investment Promotion Agency (KOTRA) and Yooshing Engineering of Seoul; the construction contract followed. Farin Ruwa was not completed during the term.

Assessment
In February 2010 the EFCC arrested Adamu over the alleged embezzlement of about US$100 million of Nasarawa funds meant for public projects. The case did not produce a conviction; the outcome and any acquittal date are not clearly recorded in the public summary record.

Adamu committed Nasarawa to building its own hydroelectric plant at Farin Ruwa Falls to escape reliance on the failing national grid, framed as a copy of South Korea's dam-led industrialisation model.
Assessment
After a 2004 Korea trip and partnerships with KOTRA and Yooshing Engineering, the state signed a construction contract for the Farin Ruwa Hydro-Electric Power Dam. The plant was not built during Adamu's tenure, and successive Nasarawa administrations were still trying to revive the project years later.
